Your clients are asking
about tariff refunds.

Customs brokers, trade attorneys, and freight forwarders are fielding calls from importers who overpaid IEEPA duties. Most lack the bandwidth to run multi-thousand-entry analyses. We handle the assessment so you can focus on the client relationship.

Penn Wharton Budget Model · Learning Resources v. Trump, SCOTUS Feb 20, 2026

Your clients have a tariff refund question. You do not have a tariff refund service.

THE PARTNER MODEL
You own the relationship. We own the analysis.
Your clients are asking about IEEPA refunds. Most brokerages and law firms do not have the bandwidth to run multi-thousand-entry analyses across HTS headings, liquidation statuses, and recovery paths. We built the infrastructure to do exactly that. You plug your clients in, we deliver the results, and you present them.
No new staff required
The entire assessment process is handled by our team. You add zero headcount.
Assessment delivered in 5-10 days
From data submission to a complete Impact Assessment your client can act on.
You present the results to your client
White-label delivery. Your client sees this as a service your firm facilitated.

THE PARTNER WORKFLOW

Screen. Refer. Support. Earn.

The partner model is straightforward: you identify the client, we deliver the analysis. You stay in the loop at every step, and your client gets a service they could not get elsewhere.
Customs broker screening importer data

Identify affected clients in your existing book.

Ask your importer clients one question: did you pay IEEPA tariffs between February 2025 and February 2026? If yes, pull their ES-003 from ACE or have them share basic import parameters. That is the entire screening process. No new tools. No new training. The data lives in your existing workflow.
Time Required: Minutes per client
Data Source: ACE ES-003 or basic parameters
Expertise Needed: None beyond existing
Partner portal referral submission

Send us the client details. We take it from here.

Submit client information through the partner portal. We handle data validation, entry-level analysis, HTS classification mapping, liquidation status checks, and recovery path identification. You stay in the loop with status updates. Your client sees you as the facilitator.
Handoff: Same-day processing
Your Role: Facilitator and trusted advisor
Our Role: Full assessment infrastructure
Impact Assessment report delivery

Present a comprehensive Impact Assessment to your client.

We deliver a detailed Impact Assessment covering every affected entry — exposure amounts, liquidation statuses, deadline alerts, and recovery path options. You present it to your client as a service your firm facilitated. For clients who prefer certainty over waiting, claim assignment is available through our capital partners.
Deliverable: Full Impact Assessment
Timeline: 5–10 business days
White Label: Available for 50+ client books
Partner compensation confirmation

CAPE SYSTEM STATUS

The CAPE portal launches soon. Your clients need to be ready.

CAPE will process claims in filing order. Importers who submit validated, clean data go first. Everyone else waits in a backlog measured in months, not weeks.

Your role is to get your clients' data ready now. The Impact Assessment you deliver through this program prepares their filing — entry-level reconciliation, HTS validation, liquidation status mapping. When CAPE opens, they are at the front of the line because you acted early.

The partners who screen now are the ones whose clients get paid first.
CBP Declaration, Atmus Filtration Inc. v. United States, March 19, 2026
45 days from March 11, 2026 — per CBP court filing.

Three steps. Your client stays yours throughout.

01
Make the introduction
You tell your client about the opportunity and connect them with us — or share our assessment link. The client initiates. No data leaves your hands without their consent.
02
We handle the analysis
With the client's authorization, we work with you to pull entry data from ACE and produce a detailed Impact Assessment — exposure, deadlines, and recovery options.
03
You deliver the results
You present the assessment to your client. You file what you can. You advise on next steps. Compensation follows on closed engagements — filing fees, referral revenue, or both.

How can customs brokers help clients with IEEPA tariff refunds?
Licensed customs brokers already hold the ACE data and client relationships needed to screen for IEEPA refund eligibility. Through the partner program, brokers can pull ES-003 reports, submit client data for assessment, and present a comprehensive Impact Assessment — all within their existing workflow.
What does joining the partner program cost?
Nothing. There is no cost to join, no subscription fee, and no minimum commitment. The program is designed to be zero-risk for partners — you invest your time in the client relationship, and we invest in the assessment infrastructure.
Do I lose the client relationship?
No. You retain the client relationship throughout. We work behind the scenes. Your client sees the assessment as a service you facilitated. White-label options are available for larger brokerages.
Is this compliant with CBP broker regulations?
Yes. The partner program is structured as a referral relationship. We do not practice law, act as customs brokers, or file claims on behalf of importers. If your jurisdiction has specific referral fee regulations, we work within those requirements.
What is the minimum client size worth referring?
There is no minimum threshold. Every importer who paid IEEPA duties is a candidate. Smaller exposures are still assessed and may qualify for broker-assisted filing or bundled recovery. The assessment process is the same regardless of size.
