The data your clients need — and how to help them get it.

This guide walks your clients through pulling ES-003 data from ACE. Share it directly or use it to guide the conversation.

Step 1

Initial screening requires nothing from the client.

The first step requires no import data at all. You need five things from your client:

  • Company name
  • Primary contact name and email
  • Estimated annual import value
  • Whether the client or their broker has access to CBP's ACE portal
  • Primary product categories

This takes less than five minutes and allows us to determine whether a full assessment is warranted. If the client's estimated exposure is below our threshold, we will tell you honestly and recommend self-directed recovery through CAPE.

Most brokers can pull this data on behalf of their clients in under 10 minutes.

Step 2

Two ways to provide the client's entry data.

If initial screening indicates potential exposure, we need entry-level import data for the client. There are two ways to provide this:

Option A — ACE Data Export

Recommended

If you are a licensed customs broker, you can pull the ES-003 report directly from CBP's ACE portal on behalf of your client. If the client works with another broker, coordinate with their broker of record to export the data. This is the fastest and most complete data source.

Required fields:

  • Entry Summary Number
  • Entry Date
  • HTS Number — Full
  • Entry Summary Line Number
  • Tariff Ordinal Number
  • Line Tariff Goods Value Amount
  • Line Tariff Duty Amount

Date range: February 7, 2025 through February 24, 2026. Include all tariffs paid, not only IEEPA. Export as CSV or Excel.

Option B — CF-7501 Entry Summary Forms

Have the client or their broker provide CF-7501 Customs Entry Summary forms for the IEEPA-affected period. The client's customs broker maintains these records and can export them on request.

  • All CF-7501 forms for the covered period
  • Include entries with HTS Chapter 99 subheadings
  • Digital format preferred (PDF or scanned)
Specification

What we analyze in the client's entry data.

Every CF-7501 and ES-003 report contains these fields by default. No proprietary business data, pricing information, or supplier details are required from the importer.

Entry Summary NumberRequired

Unique identifier for each customs entry filing.

Entry DateRequired

Determines whether the entry falls within the IEEPA period.

HTS Classification NumberRequired

Full 10-digit code. We identify lines under 9903.01xx and 9903.02xx.

Duty Amount PaidRequired

Dollar amount of IEEPA duty assessed on each tariff line.

Liquidation StatusRequired

Determines which recovery path applies to each entry.

Liquidation DateRequired

Starts the 180-day protest window countdown for the importer.

Port of EntryRequired

Used for filing jurisdiction and protest routing.

Importer of Record NumberRequired

Confirms the client is the legal claimant for the duties paid.

Coordination

Coordinating with the client's broker.

If you are not the importer's customs broker, you will need to coordinate with the broker of record to pull entry-level data. In most cases, a single request from the client to their broker is sufficient. Here is the template you or your client can send:

I need all entry summaries for imports filed between February 4, 2025 and February 24, 2026 that include HTS subheadings 9903.01 or 9903.02. Please include liquidation status and dates. Export as CSV or Excel.

Date Range

Which of the client's imports are affected.

Share this timeline with your clients so they understand the scope of the IEEPA tariff period. Every executive order below created duty liability that is now refundable.

EO 14257 — Apr 2, 2025

Global Reciprocal Tariffs (10–41%)

Baseline "Liberation Day" tariffs on nearly all countries and most products not covered by Section 232.

EO 14195 — Feb 1, 2025

IEEPA Trafficking Tariff — Multiple Countries (10–20%)

Applied to imports from countries designated under IEEPA trafficking authority. Rates varied by country.

EO 14193 — Feb 1, 2025

Canada Trafficking Tariff (35% / 10% energy)

Applied to all non-USMCA imports from Canada. 10% on certain energy, mineral, and fertilizer products.

EO 14194 — Feb 1, 2025

Mexico Trafficking Tariff (25% / 10% fertilizer)

Applied to all non-USMCA imports from Mexico.

EO 14323 — Jul 30, 2025

Brazil Additional Tariff (40%)

Additional IEEPA tariff on most imports from Brazil.

EO 14329 — Aug 6, 2025

India Additional Tariff (25%)

Additive with Reciprocal Tariff. In effect Aug 27, 2025 through Feb 7, 2026.

Note: Secondary Tariff executive orders were issued for Cuba, Venezuela, Russia, and Iran but no tariffs were collected under this authority.

All IEEPA tariffs were struck down by the Supreme Court on February 20, 2026. The assessment covers every entry within this window across all affected HTS headings under 9903.01 and 9903.02. For more detail, visit tariffresolution.com.

You can assure your clients that all data submitted through this program is protected by institutional-grade security:

  • 256-bit TLS encryption for all data in transit
  • AES-256 encryption for all data at rest
  • Access restricted to authorized assessment team members
  • No sharing of importer data with third parties
  • All submissions governed by mutual NDA
  • Data handling terms documented in service agreement

A note for partners

You can share this page directly with your clients as a preparation guide. Alternatively, use it as a reference when walking them through the data pull process. If you are a licensed customs broker, you can pull the ES-003 yourself and submit on the client's behalf. If you are a trade attorney or freight forwarder, coordinate with the client's broker or have the client forward this page directly.
